HYDERABAD MUNICIPAL CORPORATION HOPES ON GIS CADASTRAL.

HYDERABAD: With a large number of house owners hiding information pertaining to their properties like total area, usage and type of construction to avoid property tax, the Greater Hyderabad Municipal Corporation (GHMC) has decided to use Geographical Information System (GIS) for proper assessment of property tax in a docket of properties.On a pilot basis, the GHMC proposes to take up one docket and on successful completion, the same would be extended to any number of dockets. One docket contains approximately 2,500 and 4,500 properties. The civic body has invited sealed Request For Proposals (RFP) from eligible agencies a few days ago for usage of a GIS-based system for assessment of property tax in a docket of properties and the last date for filing the bid in second-week of May . A pre-bid meeting will be held the same day. Speaking to City Express, GHMC officials said the selected agency will use GIS to measure the buildings, find out the nature of the usage of the building, type of construction, number of floors and other related details.The exercise would help GHMC net additional revenues from property tax to the tune of `100 crore, the officials said, adding that it would prevent a possible hike in property tax. Initially, GHMC wanted the assessment to be done by its own staff but due to shortage of manpower, it has decided to rope in private agencies.

The private agency finally entrusted with the job has to develop GIS information for the docket of properties on its own and has to integrate GIS and MIS information house-wise. A third party verification can be done at the discretion of the GHMC.
But the Bharatiya Mazdoor Sangh (BMS) additional general secretary Vinay Kapoor termed the proposed exercise as a sheer waste of public money. 
“The data is available for erstwhile Municipal Corporation of Hyderabad. The GHMC also has the option of uploading details from the Registration Department,” he pointed out
