Finally I found GIS @ National information center portal which is a unassuming looking website .Surprisingly it has a gvsig ported in the server ,Validating GvSig once again . Other obvious services are catered .It though looks for now it is bureaucratic in its scope and function.You can download SOI data 2001,browse thematic maps and also become a portal user ,with limited rights, of-course.
